If you are spiflicated you are flabbergasted, flummoxed, caught or confounded. Or as the Captain's Clerk says in Lady Eureka:"Spiflicated - spiflicated - well spiflicated - regularly spiflicated - I must confess that I ought to be right down regularly spiflicated, smothered, smashed, dished up and done for."
Or as Thomas Moore put it:
Alas, alas, our ruin's fated;
All done up, and spiflicated!
You can therefore spiflicate somebody by dumbfounding or confounding them: by, for example, using the word spiflicate.
